New Technical Support Instrument project in Poland on Climate Adaptation to strengthen coordination between local, regional and national authorities

The European Commission is supporting Member States in their efforts to prepare for the inevitable impacts of the climate crisis. Via the Technical Support Instrument, the Directorate-General for Structural Reform Support (DG REFORM) supports the Polish Ministry of Climate and Environment in conducting a thorough review of its institutional and policy framework, including the Polish National Strategy for Adaptation to Climate Change, Action Plan and Roadmaps towards 2050.

Poland is increasingly affected by the negative impacts of climate change. The occurrence of extreme weather conditions, such as floods and heat waves, which are felt across the country, confirms that adaptation to climate change is a pressing issue. To raise to the challenge, the Council of Ministers adopted on 29 October 2013 the Polish National Strategy for Adaptation to Climate Change by 2020 (NAS) which constituted the first political initiative towards defining a long-term vision for adaption to the adverse effects of climate change. The strategy has been prepared to ensure the conditions of stable socio-economic development in the face of risks posed by climate change.

In light of the European Commission’s 2021 adoption of the new EU Strategy on Adaptation to Climate Change, the Polish Ministry of Climate and Environment decided to begin working on updating the NAS, which expired in 2020.

The project will provide a comprehensive evaluation and yield recommendations to update the current policy framework and governance framework, including the establishment of a climate adaptation coordination body capacity. The updated strategy will reinforce adaptive capacity and minimize vulnerability to climate impacts by 2050 by taking into account today’s climate risks and outlining detailed climate adaptation actions and coordination mechanisms. It will build capacity and ownership at different administrative levels to strengthen the coordination between local, regional and national actors.
