Technical Support Instrument - Country Factsheets

The Technical Support Instrument (TSI) is the EU programme that provides tailor-made technical expertise to EU Member States to design and to implement reforms at the national level, with an emphasis on the green and digital transitions. The TSI also supports the preparation and implementation of  Recovery and Resilience Plans. TSI 2022 main novelties are the multi-country projects, geared at addressing common issues among Member States thereby underlying the EU added-value of the instrument, and the "Flagship" projects, supporting reforms which are largely needed across Member States and are in line with the EU priorities.

Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 1400 reform projects in 27 Member States.

With the third round of the TSI, the Commission will support Austria with 6 projects in the areas of digitalisation of public administration at regional level, early childhood education and care, health system, material efficiency as part of the circular economy and financial sector. of those projects is a multi-country project.

    • Follow-up project for the implementation of an electronic file system in Burgenland
    • Roadmap for a future Comprehensive Raw Material Balance
    • Improving the framework conditions for staff in early childhood education and care to enhance the quality of education for children (Implementation of the European Child Guarantee)
    • Establishing a nationwide Financial Education online Platform for Austria

in 2023 the Commission supported 23 projects in Austria
Two of the projects were part of our Flagship projects, supporting European priority reforms.
1 of the projects was part of a multinational effort to support reforms benefitting several Member States.

Completed and ongoing REFORM projects


Austria has so far benefited from 29 projects financed by the Technical Support Instrument or by its predecessor, the Structural Reform Support Programme. This support has addressed a broad range of policy areas, including public administration, better regulation, public spending, financial literacy, healthcare and education.

A particular focus has been on the digitalisation agenda in both private and public sectors. To date, 12 projects have been successfully concluded.

Digitisation of the application of tax law in Austria

The Commission provided technical support to the Austrian Tax administration under the Ministry of Finance (BMF) to design and prepare a reform for digitisation of the application of tax law in Austria.


Resources hub for sustainable investing in health

The hub will enable Austria, Belgium and Slovenia and project promoters to navigate through the various programmes and funding instruments in order to identify how they could best use EU support.


Strategy on financial literacy in Austria

The Commission supported the adopting and implementing of a national strategy on financial literacy in Austria, composed of a high-level document and a roadmap with concrete steps (defined structure, timing, activities and methodologies).
