The Technical Support Instrument (TSI) is the EU programme that provides tailor-made technical expertise to EU Member States to design and to implement reforms at the national level, with an emphasis on the green and digital transitions. The TSI also supports the preparation and implementation of Recovery and Resilience Plans.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 1800 reform projects in 27 Member States.
COMPLETED AND ONGOING REFORM PROJECTS IN FINLAND
Reform projects approved under the Technical Support Instrument
The Technical Support Instrument yearly cycle is launched during the dedicated TSI Annual Conference. In April 2024, High-Level representatives from the European Commission, Member States and other Institutions gathered to share their perspectives on how the TSI 2025 could support Member States for the successful design and implementation of resilience-enhancing reforms, and in particular Public Administrations to be fit for the future and adaptable to change.
The conference also started the discussion with Member States on potential multi-country projects - geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument - and presented a set of "Flagship" projects - supporting reforms which are largely needed across Member States and are in line with the EU priorities.
For 2024, the Commission approved the following 9 reform support projects for Finland:
- Auditing sludge for public sector digital transformation in municipalities
- Digital Financial Literacy Strategy for Finland
- Transition Strategy For Eastern and South East Finland's Border Regions and Areas
Multi-country projects:
- Mobilizing multi-source financing to halt biodiversity loss
- Strengthening Finland's capacity to model the macroeconomic effects of 'green' policies and investments through the GreenREFORM model
- Supporting FDI screening reforms in Europe: Developing solutions to identified and emerging challenges
- Upholding equality and non-discrimination in the use of artificial intelligence (AI) by Equality Bodies and Regulators in public administrations
- PACE - Exchange Program for National Inspectors Maritime Security (acc. to Regulation (EC) No 725/2004, Directive 2005/65/EU)
- Social Climate Plan for Finland and implementation of the revised Emission Trading System
For 2023, the Commission approved the following 11 reform support projects for Finland:
- Accelerating permitting for renewable energy
- Supporting development of the internal control and risk management framework in Finland

- ESG risk management framework for the financial sector
- Supporting the design and implementation of regular spending reviews in Finland
- Industrial ecosystems
- Proof of concept of AI models in market abuse monitoring
- Promoting quality and inclusion in early childhood, pre-primary, primary and lower secondary education
- Enhancing the quality and use of tax information exchanged between Member States in the context of the Directive on Administrative Cooperation (DAC)
- Measuring Citizen’s Satisfaction with Key Government Services for Better Performance and Enhanced Trust
- RISKS Resilience: Integration of Strategic risk Systems
In 2022, the Commission approved 8 reform projects for Finland:
- Delivering Good Governance and Balanced Local Economy in Finland
- Do no significant harm (DNSH) guidelines for implementing the Green transition in Finland (from national DNSH-guidelines to implementing the EU taxonomy)
- Reforming the production of national accounts and balance of payments statistic – feasibility phase
- Regional and local authorities – Enhancing cooperation & Quality of public administration- Supporting implementation capacity of sustainable green development in the European Arctic Northern Sparsely Populated Areas
- Integration of Third Country Nationals in EU Member States

- Support to REPowerEU
- Building capacity for evidence-informed policymaking in governance and public administration in a post-pandemic Europe

Highlighted projects
The Commission provides technical support to the Finnish Tax Administration and the Hungarian National Tax and Customs Administration to enhance their implementation of the Directive on Administrative Cooperation in the field of taxation (DAC), particularly with regards to the automatic exchange of information (AEOI) with other EU Member States.
This Commission aims at enhancing the EU’s mining regional ecosystems to contribute to the green transition and the EU Strategic Autonomy in mineral raw materials, while improving citizens’ well-being in mining regions.
The Commission is supporting Finland and Ireland to identify key objectives and plan actions for promoting equitable learning opportunities, improving educational outcomes and increasing access to mainstream education for all children and students.
