The Technical Support Instrument (TSI) is the EU programme that provides tailor-made technical expertise to EU Member States to design and to implement reforms at the national level, with an emphasis on the green and digital transitions. The TSI also supports the preparation and implementation of Recovery and Resilience Plans.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 1800 reform projects in 27 Member States.
COMPLETED AND ONGOING REFORM PROJECTS IN LATVIA
Reform projects approved under the Technical Support Instrument
The Technical Support Instrument yearly cycle is launched during the dedicated TSI Annual Conference. In April 2024, High-Level representatives from the European Commission, Member States and other Institutions gathered to share their perspectives on how the TSI 2025 could support Member States for the successful design and implementation of resilience-enhancing reforms, and in particular Public Administrations to be fit for the future and adaptable to change.
The conference also started the discussion with Member States on potential multi-country projects - geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument - and presented a set of "Flagship" projects - supporting reforms which are largely needed across Member States and are in line with the EU priorities.
For 2024, the Commission approved the following 10 reform support projects for Latvia:
- Enhancing Regional Development: Tools for Monitoring and Evaluation
- Strengthening the efficiency of the judicial system in Latvia through fostering optimal use of human and technical resources
Multi-country projects:
- Developing technological solutions and production possibilities for sustainable aviation fuel (SAF) in Estonia and Latvia
- Digital Sector
- Enhancing Green Public Procurement monitoring in Lithuania and Latvia
- Plan for the Baltic States to improve digital financial literacy and resilience against financial fraudsters
- Rail Baltica: Development of functional & institutional framework for common cross-border infrastructure management system for the Rail Baltica railway line
- Rail Baltica: Development of unified cross-border Public Service Obligations (PSO) model for the Rail Baltica railway line
- Rail Baltica: Improving access to finance for the implementation of railway sector projects in order to facilitate integration of Baltic states in the European rail network
- Social Climate Plan for Latvia
For 2023, the Commission approved the following 17 reform support projects for Latvia:
- Addressing antimicrobial resistance and zoonoses in Latvia using the One Health approach - continuation of structural reforms
- Strengthening of medium-term expenditure framework and budget outcomes in Latvia
- Improving road safety for vulnerable road users in Latvia
- Support for Institutionalising the New Academic Careers Framework in Latvia
- Further development of Internal Control System and Internal Audit in the public administration of the Republic of Latvia – Phase II

- Compliance with the “Do no Significant Harm" (DNSH)” principle in the road infrastructure design, construction, and maintenance processes
- PACE - Establishment of policy planning and results based management system
- PACE - Creation of a state IT system for the digitization of administrative process cases
- EU Supervisory Digital Finance Academy
- ESG risk management framework for the financial sector
- Technical support for National Handbook
- Industrial ecosystems - market surveillance and IP
- Strengthening the capacity of Independent Fiscal Institutions (IFIs)
- Measuring Citizen’s Satisfaction with Key Government Services for Better Performance and Enhanced Trust
- EU Survey of Central Government Public Servants: Strengthening Evidence-based People Management Policies and Reforms
- Developing in-house capacity for Latvia and other Member States
- Communicating the benefits of the recovery and resilience plans to the general public
In 2022, the Commission approved 10 reform projects for Latvia:
- Building capacity in Latvia to design and achieve the objectives of the revenue service's operational strategy
- Strengthening the corruption prevention framework in Latvia
- Support for further development of public sector innovation system of Latvia
- Improving the use of Health technology assessment (HTA) in decision-making in Latvia
- Modernizing digital systems of the Latvian Public Employment Service
Multi-country projects:
- Micro-data platform for productivity
- Regional and local authorities – Enhancing cooperation & Quality of public administration
- AML risk analysis and supervision in the area of correspondent banking, Latvia
- Chainalysis as a tool to reduce the risk of circumvention of sanctions, that are imposed to Russia, using virtual assets
- Building capacity for evidence-informed policymaking in governance and public administration in a post-pandemic Europe

Highlighted projects
The European Commission has provided technical support to the Latvian Ministry of the Interior to strengthen the institutional and administrative capacity to encourage investment, increase competitiveness and to achieve sustainable economic and social convergence, resilience and recovery by implementation of the Recovery and Resilience Plan (RRP).
The Commission has helped the Latvian authorities to prepare a new regulatory framework aiming to support employers’, and in particular SMEs, in up-/re-skilling their employees.
The Commission supported the Latvian Fiscal Discipline Council in making an independent evaluation of its performance. It also helped to upgrade its macrofiscal forecasting tools. The project aimed to inform the strategy and work plans of the Fiscal Discipline Council and improve the quality of its forecasts.
