The Technical Support Instrument (TSI) is the EU programme that provides tailor-made technical expertise to EU Member States to design and to implement reforms at the national level, with an emphasis on the green and digital transitions. The TSI also supports the preparation and implementation of Recovery and Resilience Plans.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 1800 reform projects in 27 Member States.
COMPLETED AND ONGOING REFORM PROJECTS IN LITHUANIA
Reform projects approved under the Technical Support Instrument
The Technical Support Instrument yearly cycle is launched during the dedicated TSI Annual Conference. In April 2024, High-Level representatives from the European Commission, Member States and other Institutions gathered to share their perspectives on how the TSI 2025 could support Member States for the successful design and implementation of resilience-enhancing reforms, and in particular Public Administrations to be fit for the future and adaptable to change.
The conference also started the discussion with Member States on potential multi-country projects - geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument - and presented a set of "Flagship" projects - supporting reforms which are largely needed across Member States and are in line with the EU priorities.
For 2024, the Commission approved the following 13 reform support projects for Lithuania:
- Advancing law enforcement digital transformation strategy and developing AI-driven risk model for assessing corruption and fraud in the use of public and EU funds
- Establishment of Analytical Framework to Facilitate Evidence-based Strategic Planning and Decision Making and Strengthening of the Administrative Capacity at the Municipal Level
- Fostering mental health among Lithuanian youth by promoting psychological resilience and preventing substance use
- Instrument for the implementation of Industry transformation regulations
- Supporting Inspections and Regulatory Delivery Reform across the Environmental and Food and Veterinary Safety Sectors in Lithuania
- Technical support in transforming existing fully state-administered funded pension scheme

- Digital Sector
- Enhancing Green Public Procurement monitoring in Lithuania and Latvia
- Plan for the Baltic States to improve digital financial literacy and resilience against financial fraudsters
- Rail Baltica: Development of functional & institutional framework for common cross-border infrastructure management system for the Rail Baltica railway line
- Rail Baltica: Development of unified cross-border Public Service Obligations (PSO) model for the Rail Baltica railway line
- Rail Baltica: Improving access to finance for the implementation of railway sector projects in order to facilitate integration of Baltic states in the European rail network
- Social Climate Plan for Lithuania
For 2023, the Commission approved the following 12 reform support projects for Lithuania:
- Strengthening Lithuania’s development cooperation ecosystem: coherence, partnerships, impact
- Support for strengthening the system of evaluation and quality assurance of higher education and vocational education and training in Lithuania
- Strengthening scientific capacities to increase the availability of innovative medicinal products

- EU Supervisory Digital Finance Academy
- Technical support for National Handbook
- Mapping competencies of national authorities in the area of implementation of EU restrictive measures. Best practices and legislative recommendations.
- Strengthening the capacity of Independent Fiscal Institutions (IFIs)
- Proof of concept of AI models in market abuse monitoring
- Measuring Citizen’s Satisfaction with Key Government Services for Better Performance and Enhanced Trust
- Accelerating permitting for renewable energy
- EU Survey of Central Government Public Servants: Strengthening Evidence-based People Management Policies and Reforms
In 2022, the Commission approved 7 reform projects for Lithuania:
- Establishment of legal and institutional framework for multi-municipal/shared public service provision and piloting the approach in TAURAGĖ + functional zone
- A framework for the competence assessment of healthcare specialists
- Training on risk-based AML/CFT supervision practices and developing relevant tools
- Support to the Renovation Wave
Multi-country projects:
- Assessment of the ongoing civil service reform and development of a toolkit for the efficiency evaluation of the civil service
- Building capacity for evidence-informed policymaking in governance and public administration in a post-pandemic Europe
- Strengthening anticipatory evidence-informed policymaking across Government

- Effective implementation of the national anticorruption strategy
- Reform of all Economy Sectors of Lithuania towards Climate Neutrality by 2050

Highlighted projects
The Commission will support the Lithuanian authorities in the area of public integrity, focusing on the effective design and implementation of the National Anticorruption Agenda 2022 – 2033.
The Commission supported the project providing recommendations on how to make water utilities more efficient and more financially viable.
