The Technical Support Instrument (TSI) provides tailor-made technical expertise to EU Member States to design and to implement reforms, in a wide range of areas such as revenue administration and public financial management, public administration and governance, growth and business environment, labour market, education and social services, migration, and financial market and access to finance. The TSI has been also supporting the preparation and implementation of Recovery and Resilience Plans.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 2000 reform projects in 27 Member States. Those reforms support Member States address their reform agenda, in line with the EU priorities and the country specific recommendations issued in the context of the European Semester.

Reform projects approved under the Technical Support Instrument
The Technical Support Instrument annual cycle is launched every year during the dedicated TSI Annual Conference. The conference also starts the discussion with Member States on potential multi-country projects, geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument. The event is also the opportunity to present the new "Flagship" projects, supporting reforms which are largely needed across Member States and are in line with the EU key political priorities.
For 2025, the Commission approved the following 19 reform support projects for the Netherlands:
- Climate neutral cities
- Capacity building for comprehensive rural development policy and preparation of a rural policy review
Multi-country projects:
- TS Request Sustainability Reporting
- Feasibility study and implementation of impact financing in preventative healthcare
- Mapping, common denominator, best practices and common dictionary of AML/CFT related STR reporting obligations, including financial data and transaction records, received spontaneously and upon request by private sector obliged entities
- PACE - Strengthening cooperation between BTSF national contact points
- PACE - Schengen Information System - Facilitate and ensure effective cross-border police cooperation and information exchange in the EU
- PACE - Collaborative digital tools of European public services
- Resilient Dutch Health Care System - Investment model prevention
- Integrated environmental monitoring informs adaptive management of coastal wetlands
- Final DNB Request: participation in EU Supervisory Digital Finance Academy 2025
- Support to the development of the National Restoration Plans of Croatia, the Netherlands and Poland
- Development of an AI roadmap to enhance municipal capacity
- ProdTool - NPB 2.0: Micro-Data Analysis Tool 2.0 for comparative productivity studies at National Productivity Boards
- Implementation of the DGA: Support for the competent body and analysis of the challenges of public sector bodies

For 2024, the Commission approved the following 9 reform support projects for the Netherlands:
- Supporting regional development of renewable energy projects: by strengthening the knowledge of local agencies and initiators to ensure efficient and effective procedures
- The assessment of net zero commitments by financial corporates in the Netherlands
Multi-country projects:
- PACE- Public Administration Cooperation Exchange for the implementation of the Recovery and Resilience Plan
- Empowering educators in the digital transition: next generation strategies for teacher professional development
- Enhancing access to justice through the application of a PCJ approach
- Identify financial solutions to mobilize resources for the implementation of the GBF, through the preparation of a National Biodiversity Finance Plan
- Monitoring societal effects of the Dutch Recovery and Resilience Plan
- Sustainability in Local Public Finances (SLPF)
- Tackling greenwashing risk in the German and Dutch sustainable investment fund market
For 2023, the Commission approved the following 12 reform support projects for the Netherlands:
- Technical support for the implementation of the RRP
- Supervising AI by Competent Authorities
- Migrant integration and talent attraction

- Towards improved security at the ports of Antwerp, Rotterdam and Hamburg and their embedded industrial clusters through validated and federated identities

- Improving the energy performance of State buildings in France and the Netherlands
- Accelerating permitting for renewable energy
- EU Survey of Central Government Public Servants: Strengthening Evidence-based People Management Policies and Reforms

In 2022, the Commission approved 9 reform projects for the Netherlands:
- Extended data pipeline concept for the circular economy transition in The Netherlands
- Recharge and Refuel - Clean, smart and fair urban mobility
- Enhancing cybersecurity education in the Netherlands
- Integration of Third Country Nationals in EU Member States

Highlighted projects

The European Commission supports Belgium, Finland, Luxembourg, and the Netherlands to identify, prioritise and design evidence-based comprehensive reform for biodiversity finance solutions and identification of Environmentally Harmful Subsidies.

The Commission will support the Netherlands to improve attraction and retention of highly skilled graduates from the STEM fields, both from within the Dutch higher education system and from abroad.
