The Technical Support Instrument (TSI) provides tailor-made technical expertise to EU Member States to design and to implement reforms, in a wide range of areas such as revenue administration and public financial management, public administration and governance, growth and business environment, labour market, education and social services, migration, and financial market and access to finance. The TSI has been also supporting the preparation and implementation of Recovery and Resilience Plans.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 2000 reform projects in 27 Member States. Those reforms support Member States address their reform agenda, in line with the EU priorities and the country specific recommendations issued in the context of the European Semester.

Reform projects approved under the Technical Support Instrument
The Technical Support Instrument annual cycle is launched every year during the dedicated TSI Annual Conference. The conference also starts the discussion with Member States on potential multi-country projects, geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument. The event is also the opportunity to present the new "Flagship" projects, supporting reforms which are largely needed across Member States and are in line with the EU key political priorities.
For 2025, the Commission approved the following 11 reform support projects for Slovenia:
- Supporting the implementation of Slovenia's long-term care system
- Public Prosecutor capacity to fight Economic and Financial Crime

- Reinforcing SMEs’ competitiveness and green transition in export activities
- ProdTool - NPB 2.0: Micro-Data Analysis Tool 2.0 for comparative productivity studies at National Productivity Boards
- Improving capacity in Member States to effectively implement the Pillar 2 Directive
- Supporting Digital Transformation in Competition Law Enforcement
- PACE - The Audit Learning Hub: Strengthening the skills of internal auditors to conduct audits of the core activities of central banks and national competent authorities (Slovenia)
- EU Supervisory Digital Finance Academy – Bank of Slovenia
- EU Supervisory Digital Finance Academy - Securities Market Agency
- EU Supervisory Digital Finance Academy - Insurance Supervision Agency
- Implementing Effective Green Budgeting Practices
For 2024, the Commission approved the following 10 reform support projects for Slovenia:
- Access to ongoing TSI project - EU Supervisory Digital Finance Academy: Strengthening Supervisory Capacity in Innovative Digital Finance
- Financial literacy survey, financial education, and educational tools
- Improving cancer screening in Slovenia
- Improving the accuracy of quarterly GDP estimation in Slovenia
- Preparation of the Regional Development Strategy of Slovenia [Proposed for merger with 24SI17]
- Supporting the restructuring of the Savinjsko-Šaleška and Zasavska coal region [Proposed for merger with 24SI16]
- Upgrading the modelling toolbox of the Institute of Macroeconomic Analysis and Development to support macroeconomic forecasting in Slovenia
Multi-country projects:
- PACE - Supporting the development of modern Cloud Native business applications
- Promoting the mental health of youth by addressing the risks of online gambling and gaming
- Support for the implementation of the EU Health Technology Assessment Regulation
For 2023, the Commission approved the following 13 reform support projects for Slovenia:
- Improve Efficiency of the ESI Funds Absorption Processes in Slovenia
- Review of Slovenian Industrial Strategy 2021-2030 for green, creative and smart development
- Ensuring the best interest of the child in civil court proceedings in Slovenia
- Upgrading and improving the RRF implementation system in Slovenia
Multi-country projects:
- Implementing the ‘Do No Significant Harm’ (DNSH) principle in public funding programmes in Slovenia
- ESG risk management framework for the financial sector
- Enhancement and operationalisation of National Handbook for resolution and compulsory winding-up of banks
- Youth FIRST - supporting children and youth wellbeing, education, training, social protection and labour prospects
- Climate adaptation - Prevention and management of wildfires
- Mapping competencies of national authorities in the area of implementation of EU restrictive measures. Best practices and legislative recommendations.
- Proof of concept of AI models in market abuse monitoring
- Measuring Citizen’s Satisfaction with Key Government Services for Better Performance and Enhanced Trust
- EU Survey of Central Government Public Servants: Strengthening Evidence-based People Management Policies and Reforms
In 2022, the Commission approved 8 reform projects for Slovenia:
- Optimized governance model of the research and innovation ecosystem
- Towards a more sustainable, resilient and digital tourism ecosystem
- Technical assistance to support the implementation of public procurement reforms, with an emphasis on increasing competitiveness in the public procurement market
- Instruments for reducing systemic cyber risk

Highlighted projects
The Commission aims at supporting the Slovenian Ministry of Finance and Bank of Slovenia in evaluating and reinforcing the level of financial literacy for Slovenian citizens, SMEs included.
The commission helped enhance mental health and psychosocial support for children and youth in Spain (Andalusia), Cyprus, Italy, and Slovenia through a multi-country technical support project
