Standardize Statistical Information for Better Regulation project (SIBER project)
This TSI 2021 project in Portugal aimed to advance the implementation of a national strategy for reducing burdens on citizens, businesses, and public administration by emphasizing regular and structured data collection to support Regulatory Impact Assessment (RIA) exercises, fostering a culture of data sharing and evidence-based decision-making.
Context
Portugal has an accumulated delay in delivering better regulation compared to other European and non-European countries. It is urgent to tackle these objectives to improve the quality of the legislation and reduce burdens and obstacles to competitiveness and economic growth. To accomplish this, it is fundamental to reinforce the movement towards an evidence base public intervention by promoting a decision making that is supported on up-to-date robust data.
On the ex-ante and ex-post RIA process, there are difficulties related to access and quality data, the transparency of gathering data and the time the overall exercises demand (due to political pressures).
Previously carried statistical analyses, has shown that the creation of standardised tables focusing data that is fundamental for cost calculation is an important tools to improve the quality, reliability and transparency of the overall impact assessment exercise. However it is necessary to improve the quality of the statistical tables based on a second period observations which will improve the statistical robustness of the data. This is also an opportunity to create and implement a statistical methodology that will allow for the regular production and revision of that information feeding the RIA analyses.

- Best practices report on the use of harmonized statistical data among Member States;
- Framework regarding data collection and treatment;
- Proposal to assure the regular data collection, treatment and sharing for the RIA exercises;
- Strategy for the creation of standard cost tables for the support of impact assessment and better regulation tools;
- Development of robust data table on administrative costs to support IA on businesses in Portugal;
- Workshop on Better Regulation.
Results achieved
The result of this project was highly beneficial, as it contributed to improving the regulatory impact assessment practices as well as supporting the better regulation and public governance agenda in Portugal. In particular, the project developed a strategy for the creation of standard cost tables for SMEs for the support of impact assessment and better regulation tools.
