Supporting productivity and competitiveness of Estonian SMEs through Real-Time Economy and single contact point digital solutions

High administrative burden and regulatory barriers hamper productivity of the EU enterprises, especially SMEs. Two problems stand out: a) administrative operations and financial transactions are performed manually, companies are struggling with the paperwork congestion, cross-border processes are obstructed; b) use of public services and fulfilling obligations set by the state create significant additional administrative burden.

Context

The minimum data standards and data layer required for data exchange are missing and provision of public services does not fulfil the needs and expectations of companies. For example, according to Statistics Estonia, in 2015 Estonian enterprises spent 42,300 working days on statistical surveys. Based on the study of the cost of special requirements, the time and money costs of companies in meeting the specific requirements of specific fields of activity were calculated, and according to the analysis, the costs of companies range from 1007 to 10 824 euros per permit. While digitalisation has been increasing, the take-up by corporations remains relatively low, hindering further productivity growth.

Support delivered

1.) Mapping and analysing the current situation and problems (legal, technical, user-centric, organizational, operational) in Estonia and to relevant extent in the Baltic Sea Region (BSR) countries regarding provision of digital public services and existing data exchange solutions and services for SMEs (AS-IS model).

2) Analysis and development of Real-Time Economy (RTE) vision and roadmap for BSR (incl. legal, technical, user-centric, organisational, operational).

3) Analysis and development of best-case scenarios models (TO-BE).

Results achieved

The objective of the TSI 2021 project was to improve sharing business data between partners or in communication with the public sector (B2G, G2G, and B2B) in standardised, structured and machine-readable way. The project contributed to the development of a Real-Time Economy (RTE) vision and roadmap and supported Real-Time Economy solutions in Estonia such as: e-invoices, e-receipts, automated and real-time reporting, real-time e-procurement, instant payments, real-time supply chains, etc.
