Support to digitalise the handling of insolvency cases in Cyprus

The Commission aimed at the digitalisation of the Department of Insolvency (DoI) and its interactions with the courts and the citizens hence optimising the handling of insolvency cases (implemented by the Ministry of Energy, Commerce and Industry and the Supreme Court with the support of KPMG Limited, in cooperation with the EC’s DG REFORM).

Context

The project is within the lines of the EU Structural Reform Support Programme, aiming to contribute to institutional, administrative and growth-sustaining structural reforms in Cyprus. Through this project the Beneficiaries aim to the digitalisation of the insolvency framework in line with the 2018 action plan to tackle the impediments within the insolvency framework.

Support Delivered

Assessed the current state of the insolvency framework in Cyprus, conducted benchmarking analysis to identify best practices, defined the future state and business objectives, prepared a roadmap, drafted the tender documents and technical specifications for the new system to realise the digitalized future state and delivered training.

Result achieved

Detailed analysis of the current operational, legislative and technical framework governing insolvency, including detailed analysis of insolvency processes, design of the future state of DoI, its technology architecture and system and connectivity/interfacing with e-Justice, definition of technical specifications, and definition of an action plan to achieve the future state.
