Support to improve data collection on insolvency in Croatia

MJPA received technical support from DG REFORM to address the identified shortcomings of the Croatian insolvency framework aimed towards meeting the requirements of EU Directive on Restructuring and Insolvency and improving the efficiency of insolvency proceedings. The project is funded by the European Union via the Structural Reform Support Programme.

Context 

Croatia made a commitment to European Commission to strengthen the national insolvency framework in line with the Directive (EU) 2019/1023 on Restructuring and Insolvency and with ERM II commitments and the MJPA asked for implementation of an insolvency data collection and monitoring system to assess the insolvency framework and improve and digitalise the current data collection processes in insolvency procedures.

Support delivered 

The provider assisted the Croatian Ministry of Justice and Public Administration (MJPA) in a 15-month long project designing a data collection, monitoring and reporting system for data on insolvency procedures. 

The provider provided support in process assessment and design of an efficient and effective digital solution to support the digitalisation of the Croatian judiciary system. The project is funded by the European Union via the Technical Support Instrument and implemented by the European Commission.

Results achieved

A functional data collection and monitoring system solution was defined, with clearly defined business processes to support it.

The project leads to a reliable and resilient infrastructure of the MJPA and enables efficient interoperability and data exchange at the level of the MJPA and relevant stakeholders.
