Implementing Malta's Sustainable Development Strategy and Action Plan Coherently
The project aimed to facilitate the transition from Malta’s Sustainable Development Vision for 2050 to the Sustainable Development Strategy (SDS) and Action Plan. It resulted in the development of targeted policy recommendations in key multidimensional priority areas aligned with the SDS, specifically a sustainable blue economy and regulatory impact assessment (RIA).
Context
The Republic of Malta recently approved its national Sustainable Development Strategy for 2050 (SDS) in accordance with international commitments and is currently developing an Action Plan to operationalise the contents of the strategy. The OECD has provided support in identifying options for enhancing policy coherence for sustainable development to create an efficient policy and governance framework to achieve the SDS’s objectives and goals. The project’s contents respond to the objectives of the European Green Deal (2020) and the priorities of climate neutrality, preserving and restoring ecosystems, eliminating pollution, integrating sustainability in all European policies and enhancing research and innovation.
Support delivered
In the inception phase of the project the OECD conducted desk research, interviews, and surveys, leading to the identification of the multidimensional priority policy areas. The OECD collaborated with the Ministry of Environment, Energy and Regeneration of the Grand Harbour to conduct two sets of workshops, namely private-public sector workshops on mainstreaming sustainability in Malta’s blue economy (in cooperation with Malta Enterprise and Stockholm Environment Institute) and trainings with the Office of the Prime Minister and line ministries on integrating sustainability into RIA. Based on the results of the research activity and the workshops, the OECD developed two guidance documents.
Results achieved
The project led to:
- The selection of priority policy areas to pilot a policy coherence approach which can be replicated across policy sectors.
- The development of a blueprint for identifying interlinkages within and across policy sectors and for applying cluster approaches to enhance coherence between single sectoral strategies, between different sectors and between the sectoral clusters and national and international sustainable development objectives.
- The development of a step-by-step guidance for integrating sustainability and policy coherence into the existing framework for RIA.
- The development of a roadmap to strengthening the RIA process and adding a sustainability dimension.
