Improving competences in housing, planning and building regulations in sweden

The Swedish government is addressing the housing shortage and its impact on job mobility and intergenerational inequality through the gradual implementation of a “22-point plan,” with a focus on improving residential construction and the efficiency of the housing sector. In particular, the Swedish National Board of Housing, Building and Planning sought to develop web education aimed at enhancing the administrative capacity of those involved in the reform implementation.

Context 

The Swedish government has identified that the Swedish urban planning process today is inefficient, with multiple stakeholders, diverse sub-processes running both parallel and consecutively with a lot of data and information generated at various stages across the entire process.

Sweden suffers from structural inefficiencies within the construction sector and the housing shortage. The Swedish National Board of Housing, Building and Planning (Boverket) was tasked to improve the capacity of relevant stakeholders within the Planning and Building Act and associated regulations. In particular, the planning and building regulations in Sweden have been updated over the years and capacity building activities are needed to ensure that these changes are reflected in staff capacity.

Support delivered 

The support measures included two web-based courses targeted at stakeholders involved in the planning and building process:

  • Introduction to planning and building regulations for professionals
  • Building regulations and control systems

Results achieved 

The development and dissemination of these web-based courses will support the efficient and uniform application of planning and building regulations in Sweden.
