MaaS Moves Brussels: Interregional, Interoperable and Intermodal
The European Commission has supported the Brussels Capital Region in developing a governance framework for Mobility as a Service (MaaS). The project was implemented with the support of the International Transport Forum at the OECD.
This project supported Brussels Mobility in developing an efficient and forward-looking governance for the interregional development of the Mobility as a Service (MaaS) ecosystem in and around the Brussels-Capital Region. Recommendations should support Brussels Mobility in designing, developing and implementing relevant reforms, as well as guide their cooperation efforts with the neighboring regions of Flanders and Wallonia, as well as the Belgian Federal Government.
Context
Through its Regional Mobility Plan (Good Move), the Brussels government has committed itself to measures aimed at reducing car use. Among these is the development of a MaaS market. MaaS creates new demands on public administrations and governance structures that were not foreseen when these organisations were developed. Large-scale deployment of MaaS raises the overall question of appropriate mobility governance that ensures the region can offer services that are adapted to the real needs of users, including when their mobility crosses regional boundaries. The MaaS governance framework should be guided by recent EU policies relevant to data governance.
Support delivered
The project has provided a set of nine actionable recommendations to support Brussels Mobility in its efforts to develop an interregional governance framework for MaaS. These recommendations are based on intensive stakeholder consultation, on a theoretical framework developed to guide recommendations, on a review of all relevant projects in Belgium, and on two in-depth case studies.
Results achieved
The project has contributed to the ongoing reform of innovative mobility governance, particularly MaaS, in Belgium. The BCR government, but also the Flanders and Wallonia regional governments, as well as the federal government, have been involved at every stage; this should support implementation of recommendations. A short/medium term outcome is the adoption of endorsed principles for interregional cooperation and recommendations for reforms within the BCR and in partnership with all relevant stakeholders. In the long-term, it is expected this project will contribute to facilitating the uptake of new travel behaviours via the development of the MaaS ecosystem.
