Setting up the regulatory framework for sustainable mobility
The European Commission provides technical support to the Ministry of Infrastructure of the Republic of Slovenia to set up the regulatory framework for sustainable mobility and adopt the Sustainable Mobility Act.
Context
The share of CO2 emissions from transport is above the average share of this sector in the EU. Personal cars used for mobility in urban areas are one of the main generators of emissions. To tackle these problems and enable the transition towards sustainable mobility, the Ministry of Infrastructure plans to improve the regulatory framework for Sustainable Mobility in the Republic of Slovenia.
Support delivered
The technical support focused on providing analysis and recommendations for an improved delineation of responsibilities and coordination of the actors involved in sustainable mobility, at national, regional and local level; identifying funding sources; defining the mechanism for implementing sustainable mobility at regional level; and setting the quality standards for the local and regional Sustainable Urban Mobility Plans. Technical expertise also supported the drafting of the Sustainable Mobility Act.
Results achieved
The objective of the project was to support the Ministry of Infrastructure of Slovenia to improve the regulatory framework concerning sustainable mobility. This consisted of supporting the process of drafting and adopting the "Comprehensive Transport Planning Act".
The Law on comprehensive transport planning (Zakon o celostnem prometnem načrtovanju) was adopted by Parliament and published in the Official Journal on 11 October 2022 (Uradni list RS - 130/2022, p. 9735).
