Structural reform of the regulatory framework for network industries
The objective of the project is to support the improvement of the existing regulatory framework for network industries in Slovakia and increase the capacity of the Regulatory Office in order to create a more innovative, green, transparent, predictable, and adaptable regulatory framework which will ensure higher competitiveness, fair prices for end-consumers.
Context
Slovakia claims to have an inadequate regulatory framework for network industries and insufficient capacity of the Regulatory Office. This causes high market concentration resulting in higher prices affecting negatively end-consumers, particularly with low-income, and the competitiveness of the economy. Furthermore, the current regulatory framework is hampering innovation and investments. To address the above problems, Slovakia is seeking support to improve the existing regulatory framework for network industries and increase the capacity of the Regulatory Office. The aim of the project is to create a more innovative, green, transparent, predictable, and adaptable regulatory framework which will ensure higher competitiveness, fair prices for end-consumers.
Support delivered
The support measures will consist of the following:
- Co-drafting new legislation and regulatory policies driving the innovation and green agenda
- Roadmaps for transparent and effective regulatory process
- Development of a new consumer protection scheme
- Development of an impact assessment methodology for the regulatory framework
- Development of a market analysis tool and a reporting scheme
- Launch of a regulatory innovation lab
- Development of a learning and development strategy.
Results achieved
It is expected that the measures will improve the regulatory framework for network industries and strengthen the enforcement capacity of the Regulatory Office.
