Support to the preparation of Territorial Just Transition Plans in Sweden
The European Commission supported Sweden in the preparation of its Territorial Just Transition Plans (TJTPs). These plans unlock EU funding from the Just Transition Mechanism (JTM). The JTM is a key tool to ensure that the transition towards a climate-neutral economy happens in a fair and inclusive manner, leaving no one behind.
Context
As part of the European Green Deal, the JTM will provide targeted support to help alleviate the socio-economic impact of the transition in the most affected regions. This is due to their dependence on fossil fuels or carbon-intensive industrial activities (in the case of Sweden).
The TJTPs identify territories that will be more impacted by the transition towards a climate-neutral economy. Furthermore, it takes the territories development challenges into consideration, and outlines their pathways for transition until 2030.
They identify the types of operations envisaged and specify governance mechanisms. They are drawn up in close consultation with relevant national, regional and local stakeholders. The approval of the territorial just transition plans opens the doors to dedicated financing under the other two pillars of the JTM.
Support delivered
Under the Structural Reform Support Programme, the Commission has provided tailor-made expertise to help prepare their Territorial Just Transition Plans. This included helping Tillväxtverket (Swedish Agency for Economic and Regional Growth), and the relevant regional authorities:
- Assess the social, economic and environmental impacts of the transition and outline the transition process until 2030
- Build a dialogue between / among stakeholders, such as citizens, businesses, and civil society, enabling them to reach a common vision on how to go about the transition
- Identify actions to achieve a successful just transition
Results achieved
The support delivered the evidence base necessary for the finalisation of the TJTPs. In the long term, the support should contribute to the just transition towards a climate-neutral economy for the territories covered.
