Technical support for the development of the Circular Economy Strategy and establishing a monitoring mechanism

The Commission provided support to the government of Romania with the elaboration of its Circular Economy Strategy and Action Plan, and with improving its implementation capacity. This was enabled by the Technical Support Instrument of the European Commission.

Context

This project resulted from Romania’s commitment to promoting sustainable development and aligning with the European Union’s circular economy and climate-related ambitions. More specifically, the project seeks to address Romania’s relatively low performance in terms of resource productivity, inadequate waste management and recycling, usage of recycled materials and involvement of citizens in circular economy activities.

Support delivered

The assistance consisted of the development of a National Strategy and Action Plan for Circular Economy, based on an existing draft Strategy and extensive stakeholder consultation. These also entailed the setup of a governance and monitoring & evaluation framework to ensure implementation. Additionally, the consultant team provided training and organized workshops for the members of the governance body and relevant stakeholders.

Results achieved

The project resulted in the adoption of the Romania’s National Strategy for Circular Economy – normative act published Governmental Decision no. 1172/2022, and of Romania’s Action Plan for the National Circular Economy Strategy – Governmental Decision project. It also created greater awareness of these policies and contributed to improved know-how regarding the implementation of circular economy actions among relevant stakeholders.
