Technical Support to the implementation of the Just Transition Fund in Hungary

The project provided support to improve the technical preparedness and inclusivity of the implementation of the Just Transition Fund (JTF) in Hungary by the Ministry of Public Administration and Regional Development and the Ministry of Energy in Hungary.

Context 

The JTF is part of the European Union’s efforts to support the regions most affected by the transition to climate neutrality due to their carbon intensity and/or dependence on fossil fuels. This is in alignment with the European Green Deal’s commitment to leave no person and no place behind during the EU’s transition towards climate neutrality by 2050. In Hungary, three counties (Baranya, Borsod-Abaúj-Zemplén (B-A-Z) and Heves) are eligible for the utilization of JTF resources of more than €250 million, based on their Territorial Just Transition Plans. 

Support delivered

The support provided entailed four main areas: 

  • Collection of data through the use of targeted stakeholder interviews, surveys and workshops;
  • in-depth analysis of a broad range of topics, including stakeholders’ interests and views on the just transition process, climate friendly technological options for small and medium enterprises in carbon intensive sectors, training opportunities for affected workers, exposure of local residents to energy poverty and air pollutions;
  • drafting of recommendations for JTF Calls for Proposals and tailored advisory sessions with local authorities on the implementation of land reclamation projects;
  • set up and operation of a Committee of Stakeholders in Baranya County.

Results achieved

The deliverables of the project are expected to help the Hungarian government to allocate €250 million of JTF funds in a manner that they effectively reduce vulnerabilities of local SMEs, workers, households and communities to the potential negative impact of the climate-neutral transition across three regions. Local authorities from Heves and BAZ counties are better prepared to implement projects aimed at the use of recultivated lands, with JTF support. In Baranya county, the Just Transition Baranya Stakeholder Committee will ensure that local stakeholders continue to inform the design of the calls for proposals beyond the end of the project.
