Technical support for setting up One-Stop-Shops to facilitate Building Renovation and Renewable Energy Source project permitting in Cyprus

The Commission helps Cypriot authorities in the establishment of a digital platform for One-Stop-Shops for streamlining the Renewable Energy Source (RES) permitting process and facilitating the energy renovation process in buildings, and thus offering various services accessible from one source.

The technical support will provide action plan and recommendations for implementing both the digital One-Stop Shops for RES projects and Building Renovation.

Context

Cyprus is lagging behind regarding building renovation, despite the fact that its building stock is old. The building renovation rate will not exceed 1% up to 2030, so Cyprus needs a mechanism to increase this up to 3% in order to decarbonize the building sector by 2050.

The requested support also contributes to implementation of Cyprus RRP (Reform 3, Component 2.1 of policy axis 2) which concerns the establishment of a digital platform for One-Stop-Shops for streamlining the Renewable Energy Source (“RES”) permitting process and facilitating the energy renovation process in buildings, and thus offering various services accessible from one source. 

Support Delivered

The support measures include:

  1. An action plan with recommendations on how to build and implement a One-stop-Shop concept for building renovation.

The One-stop-Shop shall be able to offer also technical advice, diagnostic capabilities and assistance on the best ways to access funds for renovating buildings, also providing indications on procurement conditions. The action plan should include also costs estimations, the technical and administrative requirements to be put in place and an estimation of the potential positive impacts in renovating the buildings of the island.

  1. Suggestions and recommendations on the most suitable ways to improve and speed-up the licensing aspects concerning systems linked to the exploitation of Renewable Energy Sources (solar panels, geothermal applications, small biomass plants, hydrogen and fuel cells applications, etc.).

Results achieved

The project outputs would aimed to create/amend the existing legislation implementing:

  • Directive 2018/844/EU on the Energy Performance of Buildings (EPBD).
  • Art. 16 and 17 of Directive (EU) 2018/2001 (recast) on the promotion of the use of energy from renewable sources.
  • the Recovery and Resilience Plan (Axis 2 - Reform 3).
