Water Supply and Sanitation (WSS) sector reforms in Portugal
The Commission supported the Portuguese authorities in improving the governance of the water supply and sanitation sector.
Context
The Portuguese authorities, namely the State Secretariat of Environment, requested support in assessing the earlier Water Supply and Sanitation plan (PENSAAR 2020), and in developing the Water Supply and Sanitation plan for the period 2021-27.
Support delivered
The Commission has supported the Portuguese Ministry of Environment in:
- Improving the implementation of the current Water Supply and Sanitation Sector Plan by carrying out a mid-term assessment;
- Enhancing the current monitoring and evaluation framework, designing and digital mapping of a new monitoring and evaluation platform;
- Preparing the outline of the next Water Supply and Sanitation strategic plan.
Results achieved
The deliverables of the project supported the Ministry of Environment in improving the governance of the water supply and sanitation sector by taking stock of the current plan’s results so far, identifying corrective measures, informing the design of the next Water Supply and Sanitation plan; and designing and operationalizing an enhanced monitoring and evaluation platform.
