Establishment of Helicopter Emergency Medical Services in Croatia
The Commission supported the establishment a comprehensive Helicopter Emergency Medical Services (HEMS) across Croatia, enhancing the efficiency and availability of emergency medical care, particularly in remote and isolated areas.
Context
Croatia faced challenges in providing efficient and timely emergency medical services due to its unique geography, which includes many sparsely populated areas and islands. The need for a cost-effective, sustainable HEMS was identified as a priority within the National Health Development Plan for 2021 to 2027 to improve health outcomes, ensure quick medical response times, and reduce mortality rates.
Support Delivered
The project delivered technical support for the establishment of HEMS in Croatia through: capacity building, guidance in public procurement, analysis of governance and financing models, and the development of a model for the Croatian HEMS. Activities included:
- workshops,
- stakeholder dialogues,
- and the preparation of strategic documents.
Results achieved
Four HEMS bases were established and are providing coverage across Croatia, enhancing the quality and reach of emergency medical services. A 7-year contract with a consortium of civilian HEMS operators was signed, marking a significant milestone for Croatia's emergency medical services. The project's outcomes are expected to result in faster emergency response times and improved access to medical care, particularly in critical and hard-to-reach areas.
