Joint Management of Data and Analysis for Swedish Healthcare Regions

The project was funded by the European Union via the Technical Support Instrument managed by the European Commission Reform and Investment Task Force (SG REFORM). This project was conducted for SALAR and the Swedish Healthcare Regions. The purpose was to enhance the utilisation of health data for secondary use in monitoring and analysis. The funding allowed for support by consultants from EY. The expected result was to create a foundation for the development of a regional-wide health data infrastructure.

Context 

The project was funded by the European Union via the Technical Support Instrument managed by the European Commission Reform and Investment Task Force (SG REFORM). The project aimed to enhance Sweden's health data management in line with EU priorities like Digital Transformation. It addresses challenges such as fragmented data systems and inefficiencies in regional data collection, hindering comprehensive analysis and decision-making. Key challenges include the need for standardised health data and the fact that today's model, where various data sets are collected in separate structures, results in similar data on individual care being collected multiple times for different purposes, leading to unnecessary resource consumption. A coordinated national effort is essential to facilitate secure data transfer and enable effective health data utilisation.

Support delivered  

The project aimed to define and solidify a data strategy for the Swedish Healthcare Regions. It was divided into five sub-projects, each addressing key aspects such as relevant variables, use cases, current regional conditions, implementation of a Competence Centre, and development of a reference architecture for a health data hub. EU funding enabled EY consultants to support both the sub-projects and the overall initiative. The work was carried out in collaboration with representatives from the Swedish Regions, SALAR, and other organisations, including the Swedish eHealth Agency and Inera.

Results achieved

The project delivered five key sub-projects (Prioritisation of variables, use cases, the regions’ data capabilities, region-wide healthcare data hub, competence centre), including the development of a reference architecture and recommendations for a regional health data hub, enhancing data accessibility and quality for secondary use. Key benefits include streamlined data sharing, improved data governance, and standardised protocols, enabling efficient decision-making. The proposed health data hub will facilitate real-time data integration and analysis, leading to better patient outcomes and resource management. Additionally, the project fostered increased collaboration between regions and authorities in Sweden, such as the Swedish eHealth Agency, ultimately creating a more cohesive healthcare system.
