Reform of the Public Health System in Greece
The project aimed to strengthen the epidemiological surveillance and public health emergency preparedness and response systems in Greece, through technical assistance and capacity building. The expected results include improved surveillance systems, enhanced preparedness and response mechanisms, and ultimately, better health outcomes for the Greek population.
Context
Greek public health system faced challenges in terms of capacity and infrastructures, making it essential to receive technical assistance and support to enhance its ability to detect, prevent, and respond to public health threats. The project was aligned with the European Union's (EU) policy priorities to improve public health systems and emergency preparedness and response in its partner countries. The project was also linked to the EU's response to global health security challenges, including the COVID-19 pandemic, which triggered the request for technical support.
Support delivered
The project delivered technical assistance and capacity building support to the Greek Ministry of Health and public health authorities. The main activities carried out included:
- Preparation of technical fiches and specifications for requests for proposals (RFPs) for projects to be funded under the Recovery and Resilience Facility (RRF)
- Development of documentation for projects to improve epidemiological surveillance and public health emergency preparedness and response
- Capacity building and training for public health officials on surveillance systems, emergency preparedness, and response
The support was delivered by a team of technical experts Expertise France.
Results achieved
The project supported the Greek authorities to develop technical fiches and specifications for RFPs, which were meant to be used to fund projects to improve epidemiological surveillance and public health emergency preparedness and response. The capacity building and training activities enhanced the skills and knowledge of public health officials, enabling them to better detect, prevent, and respond to public health threats.
The expected improvements include enhanced surveillance systems, improved preparedness and response mechanisms, and better health outcomes for the population. The project also built the capacity of the beneficiary country's public health authorities to manage and implement projects under the RRF, contributing to the country's overall development and resilience.
