Modernizing digital systems of the Latvian Public Employment Service
The European Commission supported the Latvian State Employment Service in updating and upgrading its digital system for job-seekers profiling and vacancy matching, which contributed to the ongoing reform on support provided to jobseekers, persons at risk of unemployment and employers in Latvia.
Context
The project helped improve Latvia’s system of Active Labour Market Policies (ALMP) provision, currently facing increased challenges following the COVID-19 pandemic, through the modernisation of the State Employment Agency’s (SEA) operating models with the help of digital tools.
The technical support was delivered through qualitative and quantitative assessments of the current system, exchange of best practices through a study trip and capacity building activities. At the end of the project, the national authorities had at their disposal actionable recommendations to modernise SEA’s digital systems and a Strategy to increase SEA capacity to provide targeted, tailored, effective and efficient services to its clients.
Support delivered
The implementations measures included the following activities: a qualitative and quantitative assessment of the SEA, with a focus on profiling of jobseekers and persons at risk of unemployment (including skills based profiling) and vacancy matching tools; a series of fact-finding missions; on-line workshops; developing the technical specification for a profiling tool and a digital skills assessment tool; drafting of recommendations and producing a strategy; designing a pilot plan.
Results achieved
The main outputs of the project are a comprehensive report assessing the digital infrastructure of the SEA and proposing recommendations for improvements, a proposal for SEA digitalisation strategy, activities conducted to involve international expertise and build capacity, and activities to provide technical advice to the Latvian authorities to implement OECD recommendations.
