Support for addressing the needs of vulnerable groups living in informal settlements 

The Commission supported the Romanian Ministry of Public Works, Development and Administration and the Ministry of European Investments and Projects to improved capacity of national government and local authorities to plan and carry out integrated interventions for the benefit of people living in informal settlements. The project was implemented between October 2021 and January 2023.

Context 

Informal settlements involve the poorest sections of the population. The inhabitants of these settlements require various types of social interventions, considering that the living conditions significantly affect access to education, labor market as well as the health status of the families. The problems faced by people living in such communities, namely unsanitary conditions, lack of access to utilities, medical and social services, education, and employment, arising from their unregulated legal status, have been exacerbated in the context of the Covid-19 pandemic, the distribution of basic hygienic products and food being difficult or impossible, because of seclusion, lack of utilities or overcrowding. The objective of this work was to improve the capacity of national and local authorities to plan and carry out integrated interventions for the benefit of people living in informal settlements.

Support delivered 

The Ministry of Public Works, Development and Administration of Romania benefited from the following support measures: 

  • Preparation of a situational analysis of informal housing and informal settlements which includes number and location of settlements and socio-economic situation of inhabitants.
  • Designing of a prioritization criterion of informal settlements for intervention
  • Conducting an In-depth analysis of selected settlements and toolkit in order to test theoretical outputs.
  • Enhancing knowledge sharing through facilitating access for counterparts to relevant expertise from other EU and non-EU countries as regards reforms/interventions to improve the situation of people living in informal settlements.
  • Preparation of Recommendations for Governance Models and Input to Action Plan towards integrated interventions in Informal Settlements
  • Issuing of Methodological guidance for local authorities on how to plan and carry out integrated interventions in informal settlements. 

The support measures were reflected in the following outputs: 

  • Improved methodological framework for identifying informal settlements in most urgent need for interventions.
  • Improved operational capacity to plan and carry out interventions at central and local level. 

Results achieved

Through the TSI and with the cooperative support of the World Bank and DG REFORM, the Ministry of Works, Development and Administration has acquired the necessary tools and framework to improve the lives of those residing in informal settlements and now Romanian authorities have an improved capacity to plan and carry out reforms regarding informal settlements and their inhabitants.
