Acceleration of the Greek digital transformation

The Commission supported  the Ministry of Digital Governance in Greece to improve its technical capacity, and implement a series of initiatives in key policy areas.

Context

Digital transformation of the Greek public administration and services has been a strategic choice for the Greek government since 2019. The Ministry of Digital Governance (MDG) embarked on an ambitious and multifaceted project of digitalization for the public sector. Expertise France provided technical support to the MDG to improve its technical capacity, and implement a series of of initiatives in key policy areas.

Support delivered

  • Three maturation studies of key Digital Transformation projects, and two studies on improving contract implementation processes. 
  • Four Coordination & Technical Meetings of the Executive Network for Digital Transformation, with the participation of more than 20 ministries and other public sector organisations. 
  • Recommendations for a coherent framework to link implementation of the Digital Transformation Portfolio with the strategic priorities of the national digital strategy and the European Digital Decade objectives. 
  • A comprehensive KPI framework to support the assessment of the impact of the European Digital Innovation Hubs established in 2022. 
  • Supported the establishment and coordination of the Focus Group for the preparation of the 5th National Action Plan for Open Governance. 
  • Three fit-for-purpose AI project proposals assessment, including a maturity model for public sector organisations. 
  • A national digital skills strategic plan, and a digital profiles methodological framework based on EC’s DIGCOMP2.2 for the National Academy of Digital Competences Platform, in collaboration with GRNET.

Results achieved

The National Digital Decade strategic roadmap has been prepared according to the guidelines provided by the European Commission’s Digital Decade Policy Program 2030 translating the EU’s vision and direction of the digital transformation in the context of Greek national digital strategy as presented in the Digital Transformation Bible 2020-2025. 

The Greek government has successfully submitted its 5th National Action Plan on Open Governance, which serves the national policy priorities and the proposed directions from the OGP in a coherent, implementable, sustainable and structured manner that is expected to strengthen Greece's participation in the Partnership. 

The Executive Network of Digital Transformation, a network of more than 120 key public sector officials contributing to the implementation of digital transformation initiatives has been activated and regularly participates in coordination and capacity building initiatives organised by the MDG, including three innovative service design springs. 

The DIGCOMP_EL, the adaptation of DIGCOMP 2.2 in Greece is officially announced by the MDG in the National Coalition website* as the framework for the advancement of digital competences of the Greek citizens.
