Building a future-oriented crisis preparedness system in Sweden
This project enhanced Sweden's crisis preparedness system by integrating strategic foresight, improving stakeholder coordination, and securing essential goods supply chains. The initiative developed actionable strategies, tools, and recommendations to address future crises and build national resilience.
Context
The COVID-19 pandemic revealed significant gaps in Sweden's crisis preparedness, including vulnerabilities in supply chain security, stakeholder coordination, and anticipatory governance. These challenges align with EU priorities on Green and Digital Transformation and resilience building. Sweden had recently appointed a newly created Minister for Civil Defence, elevating the importance of crisis preparedness. The project aimed to identify gaps through assessments, workshops, and innovative methodologies to strengthen Sweden's national resilience and align with EU objectives.
Support Delivered
The project involved research, assessments, workshops, and action-planning sessions conducted from January 2023 to March 2024 working directly with Swedish Civil Contingencies Agency and Swedish civil preparedness sector stakeholders, particularly in two key areas, food and transportation. Key activities included a strategic foresight scan, needs assessments on civil preparedness and stakeholder coordination, stakeholder mapping, and the development of innovative exercises and toolkits.
Results achieved
The project delivered comprehensive recommendations on Sweden’s crisis preparedness strategy, an action plan for national and local support activities, and a published Toolkit for Resilient Public Procurement Strategies to Minimise Risks of Supply Disruption. The project supported enhanced stakeholder coordination and anticipatory governance, supporting Sweden's readiness for future crises. Expected impacts include improved supply chain security, strengthened collaboration across sectors, and increased national resilience.
