Development of the Shared Services Centre system for public sector in Latvia
The Commission is supporting the Latvian authorities to establish the Shared Services Centre.
The subject matter of the project is support for developing standardized and unified data collection required for budgetary planning and control processes, standardised and unified financial accounting processes, management accounting processes and HR management processes, as well as support for defining technical specifications for the acquisition of new information system solutions in Latvia.
Latvia has decided to consolidate support functions currently performed separately by individual ministries into the Shared Services Centre. The aim is to address challenges linked to cost effectiveness and performance. These and other challenges faced by Public Administration of the Member States are analysed in the Staff Working Document published last April by DG REFORM. The Commission is ready to support the Latvian authorities in their effort to increase quality and performance by consolidating support functions currently scattered in several ministries into the Shared Services Centre.
The Commission will support the Latvian State Chancellery and the State Treasury in the next 18 months.
Support measures include the mapping of the as-is situation, a needs assessment of the beneficiaries and the development of a strategy and action plan for the design of the establishment of the Shared Services Centre in Latvia aiming at increasing performance and cost effectiveness.
The project aims at the modernisation and digital transformation of public administration in Latvia and the increase of its quality. The support functions across public administration institutions currently provided in a scattered way and based on systems with differing level of digitalisation will be consolidated in the Shared Services Centre hence achieving efficiency gains for human and financial resources.
