Digital by default - optimisation of efficiency and quality of judicial services and transparency of judicial decisions
The European Commission aimed to enhance the digital capabilities of Croatia's judicial system, focusing on e-communication and publication of judicial decisions. It sought to address ICT deficiencies, improve electronic communication in courts, and facilitate public access to judicial decisions, ultimately aiming for a more efficient judicial process.
Context
According to the 2021 EU Justice Scoreboard, Croatia's judicial ICT systems ranked among the least developed in the EU. This project supported efforts to extend electronic communication tools in courts, aligning with other ongoing initiatives. Challenges included limited e-communication use, need for legislative amendments, and insufficient public access to decisions. The project specifically focused on broadening ICT usage and improving online publication systems as part of judicial modernization.
Support delivered
The support involved comprehensive analysis and recommendations for Croatia’s legal and IT frameworks. Key activities included enhancing the e-communication application, legislative advisory, and capacity building for end-users through training. The project also analyzed judicial decision publication processes, proposed anonymization methodologies, and introduced a draft for an IT tool facilitating public access.
Results achieved
The project delivered a strategy for ICT and e-communication enhancement, ensuring broader electronic communication in judicial proceedings. Benefits include legislative improvements, application upgrades, and improved decision publication with anonymization capabilities. By strengthening these areas, the project contributes to a replicable model addressing judicial ICT challenges, aiming for broader systemic improvements in Croatia.
