Digital Transformation Process of the public administration in Romania

The European Commission supports Romania’s digital transformation by assisting national authorities in designing, developing, and implementing digitalisation reforms. The initiative aligns with the country’s eGovernance strategy, enhances digital skills, and integrates emerging technologies to improve public administration efficiency.

Context 

The Authority for the Digitalization of Romania (ADR) is leading this transformation, focusing on strategies to enhance governance capacities, integrate AI, and improve digital skills. Additionally, the Romanian Court of Accounts (RCA) is advancing its ICT Strategy to streamline audits and enhance cybersecurity. 

This initiative aims to develop a comprehensive Digital Transformation Strategy, ensuring alignment with Romania’s eGov public policy 2020-2030 and strengthening digital governance across institutions.

Support delivered 

The project provides strategic guidance, tools, and frameworks for Romania’s digitalisation. The European Commission collaborates with ADR and RCA to develop digital transformation strategies, establish monitoring mechanisms, and enhance digital services. 

Activities include strategy development, regulatory support, digital skills training, and AI integration. Workshops, stakeholder consultations, and capacity-building initiatives ensure effective implementation. 

The project is aligned with Romania’s e-GOV policy and aims to improve public administration efficiency, cybersecurity, and interoperability of digital services across sectors.

Results achieved

The project facilitates the endorsement of digital transformation strategies by ADR and RCA, enhancing governance and operational efficiency. Expected outcomes include improved digital skills in public administration, reduced audit processing times, enhanced cybersecurity, and better ICT infrastructure management. The initiative ensures that Romania progressively integrates emerging technologies, enabling measurable digital transformation across government entities. By aligning with national policies, this project contributes to long-term public sector innovation and sustainable digital development.
