Enhancing transparency and integrity in the public procurement system in Greece
The European Commission supported Greece in enhancing the transparency and integrity of its public procurement system through primarily an integrated risk management system.
Context
Public procurement plays a strategic role in a country’s economy and the quality of services that the government provides to its citizens. Due to the size of the involved financial flows, public procurement is exposed to risks of fraud and corruption. Against this background, the development of an efficient and resilient national framework to improve transparency, accountability and integrity in public procurement has been identified by the Greek authorities as a top priority. The implementation of an efficient framework to identify and mitigate risks in public procurement is particularly relevant given the large number of tenders and contracts under the Cohesion Policy Funds and Greece’s Recovery and resilience Plan (RRP).
Support Delivered
Key outputs of the project included:
- A risk management framework for public procurement and practical tools for its implementation
- A risk-based methodology for auditing in public procurement
- A code of conduct to enhance integrity amongst public procurement practitioners
Greece’s implementation of these outputs was supported by the development of training materials and the organisation of capacity-building workshops.
Results achieved
The project helped Greece enhance transparency and reduce risk through a structured approach to risk management, improved oversight, and improved professionalisation. The practical tools and training carried out under the project helped to ensure that the outputs have concrete impacts in reducing the risk of fraud and corruption in public procurement.
