Innovative Digital System for Italian Criminal Proceedings

The project aims to optimize criminal proceedings in Italy and is supported by EU funding. It provides the Ministry of Justice, the beneficiary, with tools and instruments to develop the new application for criminal proceedings (APP 2.0) and cover its functionalities up to the judgment of first instance by 01/01/2025, in order to achieve the NPRR’s objectives.

Context 

The project is part of the EU's digital transformation priorities, aligning with Italy's National Recovery and Resilience Plan (NPRR) and the reforms outlined in the Cartabia Reform. It addresses critical needs in the Italian criminal justice system, such as reducing case backlog and improving process efficiency through digitalization. The project aims to streamline procedures and minimize reliance on paper-based workflows. This initiative is underpinned by Ministerial Decree no. 217 of 29 December 2023, which updates technical rules for digital management in criminal proceedings. Challenges include integrating multiple existing applications and ensuring widespread user adoption across judicial offices.

Support delivered 

The project, funded by European Commission, supports the Italian Ministry of Justice (MoJ) in optimizing criminal proceedings through the implementation of the new application, APP 2.0. This solution, agreed with the MoJ in February 2024, follows a desk analysis and an in-depth assessment of the current scenario (AS-IS Analysis), ended in January 2024and interview sessions with various Judicial Offices (Courts, Public Prosecutor's Offices, and Courts of Appeal in Rome, Bologna, and Salerno).As agreed with the beneficiary, the development of APP 2.0,will proceed under a Framework Agreement. The project process included constant participation from MoJ and Italian Judicial Offices throughout all phases.

Results achieved

The project effectively assisted the MoJ in identifying the optimal solution and appropriate procurement drivers to develop APP 2.0, an application enabling the complete digitalisation of procedural phases from crime notification reception to first-instance judgment (objective to be achieved by 01/01/2025). The application integrates innovative functionalities for process digitalization through a user-friendly interface that simplifies and guides user experience, meeting usability requirements to facilitate transition to the new application and enhance adoption. Its features allow for drafting, signing, filing, and transmitting procedural documents entirely online, thereby reducing processing times for criminal case files in Judicial Offices.
