Leadership programme for senior public officials in Croatia

The European Commission supports the Croatian National School for Public Administration with enhancing the capacities of senior executives in the public administration. Technical support is provided to introduce specific trainings for continuous competencies development, dedicated to public officials and top-level civil servants in Croatia.  

Context

Croatia’s public administration faces challenge of weak administrations’ capacity to design and implement public projects and policies. Education provided for senior public officials and top-level civil servants in Croatia is scarce, there is a need for their professionalization through introduction of systematized programmes of well-designed and regularly performed high-level training activities. Furthermore, there is a need to enhance capacities of the National School for Public Administration to deliver quality trainings tailored to the specific needs of policymakers and top public managers.  

Support delivered

The project is being supported through various activities including analyses of the context of training for public officials and top level civil servants in Croatia, training needs assessment; setting up a pool of trainers, preparation of the pilot training program, modules and training material, implementation of the pilot training programmes; training evaluation and formulation of recommendations for adjusting and sustaining trainings dedicated to top-level executives, support and institutional assistance to organizational transformation of the National School for Public Administration. 

Results achieved

Strengthened capacities of the National School for Public Administration to deliver quality trainings tailored to the specific needs of policymakers and top public managers is envisaged as a results of technical support provided. This is followed by regularly performed, well-designed trainings for senior public officials and top-level civil servants in Croatia.
