Promotion of Cyberjustice in Spain, Phase III: Judicial Organization and Quality Management
Through this project, deliverables are developed along two major lines: judicial organisation and quality management. These serve as a valuable reference for constructing a legal framework that addresses the issues and challenges identified in the Public Justice Service in Spain concerning administrative, procedural, and digital efficiency. The conclusions drawn from the conducted work should be seen as reference points for future legislative initiatives in the specified areas.
Context
The project responds to the Ministry of Justice's need for specialized advice on the implementation of structures outlined in three Legislative Projects that determine a new model of Justice in Spain. These are the Organizational Efficiency Law, Procedural Efficiency Law, and Digital Efficiency Law, all framed within the Justice 2030 project. The established objectives and challenges to be addressed within these projects are highly relevant for resolving the challenges faced by the Public Justice Service in Spain.
Support Delivered
From February 2022 to November2023, Deloitte has provided assistance to the Ministry of Justice in the following areas:
- Identifying best practices in organisational, administrative, and digital efficiency in Public Justice Systems at the European level
- Analyzing key aspects and needs related to legal, organisational, operational, and technical aspects of digital transformation
- Identifying challenges associated with the implementation of the new structure of the Judicial Office, the Trial Court, and the Justice Office in the municipality
- Developing an action plan that includes key milestones and specific projects necessary to implement the new judicial organisation model
- Designing a quality management system for the new digital judicial offices.
- Defining quality indicators for efficiency laws in the Public Justice Service and contributing to a new quality management system
- Designing and implementing a dashboard for optimising quality management in the public justice service through the defined indicators.
Results achieved
Through the Project for the Promotion of Cyberjustice in Spain, Phase III: Judicial Organization and Quality Management, a reference framework is constructed to facilitate the implementation of structures that make up the new paradigm of the Justice System in Spain. The project starts with a thorough analysis and reflection on the Justice System in Spain, focusing on the efficiency challenges posed by current structures. The aim is to promote an orderly transition to a new model that demands a more efficient, effective, and citizen-adapted justice system. The information presented is accompanied by an international analysis, allowing the identification of best practices in four European countries that can be adopted in implementing the new model, which is assessable and measurable.
The Ministry of Justice may adopt recommended actions in the short term, although assessing the impact of some of them may require waiting for parliamentary approval of the relevant laws. At the end of the project, it is expected that the Ministry of Justice and the DG Reform will have access to manuals, guides, and other updated tools. These practices and tools are designed to be transferable to other institutions or services and can be used by a broader group of public servants throughout the European Union.
