Public Procurement Competency Framework

The European commission aimed to enhance Malta's public procurement system by aligning with the EU's ProcurCompEU framework. The initiative, supported by EU funding, provided technical assistance and training to contracting authorities to address organizational, structural, and competency challenges, ultimately improving procurement efficiency and value for money.

Context

Challenges in Malta's public procurement, such as irregularities in tender documents and strategic inefficiencies, necessitated this project's launch. Aligned with EU priorities for digital transformation and resilience, the project aimed to enhance workforce capability and adopt a risk-based approach to procurement. Barriers included the need for skilled human resources and efficient structures.

Support Delivered

The EU-funded project, implemented in collaboration with the Department of Contracts in Malta and the OECD, delivered advisory, technical support, and training. Through desk research, interviews, and evaluations, the project assessed contracting authorities' procurement operations, identified competency gaps, and provided targeted training to enhance procurement structures and staff capabilities. This effort ensured alignment with the EU's ProcurCompEU framework.

Result achieved

The project successfully identified competency gaps and improved procurement processes across Maltese contracting authorities. This led to enhanced efficiency, better strategic use of procurement. By developing skilled procurement personnel and optimizing organizational structures, the project supports the EU's goals of resilience and digital transformation, enhancing procurement effectiveness and reducing associated risks.
