Technical Support for the reform of the Hellenic Ministry for Foreign Affairs

The Commission provided technical support to the Ministry for Foreign Affairs to align with the changes that the law 4781/2021 introduced in its organisational structure and internal processes. More specifically, the project has the following expected outcomes:

  • Improved strategic planning at the MFA
  • Design and implement a new organisational chart of the MFA
  • Modernised human resources development system

Context

In that context the main challenges addressed as part of this project were the following:

  • Law 4781/2021 had just introduced a new organisational structure of the MFA, with the aim to modernise the Ministry and support faster decision making
  • Law 4781/2021 introduced a new process for Strategic and Operational Planning, 1st draft of which has been already developed
  • Law 4622/2019 of Executive State called for structured target setting and development of Annual Action Plans

Support delivered

The support provided as part of this project was structured in three Phases, as presented below:

  1. Improve the strategic planning capacity of the MFA, support the drafting, monitoring and evaluation of the Ministry’s Strategic and Operational Plan.
  2. Facilitate the implementation of law 4781/2021 on the organisation of the MFA,analyse the current situation, propose an effective organisational chart and modern processes for each of the following Units: SOP Directorate, Centre for Foreign Policy Planning and Z’ Directorate General - Hellenic Aid.
  3. Improve the HR management of the MFA, analyse the current situation and introduce a more modern and efficient HR Development System, incorporating relevant HR processes and tools.

Results achieved

Under this project the following outcomes were produced:

  • Support the 2nd cycle of SOP (Operational Plan 2023)
  • Support the monitoring and evaluation of the 1st cycle of SOP (Evaluation report)
  • Develop a specialised organisational chart and relevant processes and tools forthe SOP Directorate
  • Develop a specialised organisational chart and relevant processes and tools for the Centre for Foreign Policy Planning
  • Develop a specialised organisational chart and relevant processes and tools for Z’ Directorate General - Hellenic Aid.
  • Design a new HR Development System (vision, objectives) for the MFA.
  • Draft an Action Plan (19 actions) for the implementation of the new HR Development System.
