Transformation of the General Secretariat of Information Systems of Public Administration to an ICT Service Provider for the Public Sector

The project aims at supporting the Greek authorities to transform their public administration using new digital technologies while enhancing transparency and interoperability of public sector IT systems. More specifically, the project concerns the support of the General Secretariat for Information Systems of the Public Administration (GSISPA) of the Greek Ministry of Digital Governance to deliver in its new role, i.e. that of an efficient ICT service provider for the entire public sector- not only for the Ministry of Finance.

Context

The project is very important for the Commission for several reasons:

  1. it concerns a clear reform project closely linked to the mission of the Commission: it is about supporting the Greek authorities to transform the GSISPA from a ICT service provider for only the Ministry of Finance into an efficient ICT service provider for the entire public sector thus consolidating the relevant services while achieving economies of scale.
  2. Digital transformation is at the heart of the challenges that modern public administrations face nowadays and which the Commission consistently supports. In particular, this is highlighted in the Staff Working Document that DG REFORM published last month. The Staff Working Document reflects on the importance of public administration in contributing to building the resilience needed for the sustainable development of the European economy, and in which digital services play a significant role as we all realised during the COVID-19 crisis.

Support delivered

Technical support will be delivered to:

  • Expand the GSISPA’s capacity to serve as an ICT service provider to the entire public sector;
  • Enhance GSISPA’s software quality assessment capabilities, to be in a position to assess and accept software propositions made by other public sector entities that are maintainable and easy to update, without external contractors’ help;
  • Improve the functioning of GSISPA’s Interoperability Centre addressed to the public administration, by submitting recommendations on roles and responsibilities, internal processes and related workflows.]

Expected results

The project is expected to result in improved and more user-centric e-services to citizens, public sector entities and businesses.

The project builds upon previous support provided by the Commission to the GSISPA with good results in the area of IT business process improvement, IT systems security and IT capacity building.
