Transition écologique des services publics et application au Ministère de la Culture
The commission helped develop a Decarbonization Strategy for French public services to achieve carbon neutrality by 2050, targeting an 80% emission reduction from 2019 levels. It involves a greenhouse gas inventory, a modelling tool, and a detailed action plan across sectors like energy, transport, and procurement, now integrated into national regulation and implemented by ministries.
Context
The project aligns with European decarbonization policies, addressing the urgent need to reduce fossil fuel dependency and combat climate change. The decarbonation of the State administration is key to meet the national Carbon neutrality goals, but also to demonstrate environmental exemplarity of the public sector, supporting the transformation of the whole society.
Support delivered
The support included a greenhouse gas inventory for the French State administration, the construction of a modelling tool supporting a decarbonation strategy aligned with scientific targets, and the co-construction of an action plan with the different ministries and local administrations, including precise targets and deadlines. Action areas cover buildings and energy supply, transportation, public procurement, food and working habits.
Results achieved
The project has led to a comprehensive decarbonization strategy, officially adopted by the French State link to strategy), designed to reduce emissions by 80% between 2019 and 2050, and integrated into national regulation (link to circular). All ministries and regional State services are now implementing the actions of the circular and report on their Carbon footprint.
