Technical support for the implementation of Czech Republic’s Recovery and Resilience Plan

The purpose of the Project was to provide technical support to the national coordination body of the Recovery and Resilience Facility (RRF) in Czech Republic. Results of the Project impacted all involved parties, most significantly the Recovery and Resilience Plan implementation structure.

Context

RRF implementation is linked to robust monitoring and reporting system, that not only monitors, and reports supported reforms and investments, but also ensures the compliance of the whole RRF with EU regulations such as DNSH or control of conflict of interest. The Project aimed to address the challenge brought by the novel implementation requirements of the RRP and enhance the capacity of the RRF implementation structure, with particular focus on reporting, monitoring and the overall compliance with the RRF regulatory requirements.

Support delivered

The Project included number of consultations, analysis, revisions of documents and methodological framework, risk assessment management, revision of the technical aspects of monitoring and reporting in the central information system, trainings, and capacity building activities. The Project provided consultancy assistance also to selected component owners of the RRP and supported the collection of evidence for reforms and milestones requirements.

Results achieved

Key results achieved include in particular the following:  

  • improved monitoring and reporting framework including information system for the collection of data from the implementation structure,
  • enhanced methodological framework and internal operational manual of the RRF coordination body,
  • contribution to the successful submission to and positive assessment of the first request for payment by the European Commission.
