Digitalisation and automation of processes in national accounts and government finance statistics in Estonia and Finland
Statistics Estonia and Statistics Finland needed external help with their efforts to upgrade technical and human capacity to collect, process and product high quality statistics. A project designing new, efficient, and automatic production processes was prepared and implemented under the Technical Support Instrument (TSI) in a multi-country fashion.
Context
While Estonian and Finnish Statistical Offices have traditionally delivered high quality statistics on time, they were facing high workloads as demand for trustworthy, comprehensive, and fast information was ever growing domestically and internationally. Meeting the expectations of the market was not facilitated by their relatively old IT systems, which lacked in speed, flexibility, and automation.
Estonia and Finland have asked for help from the European Commission to support digitalization efforts of their Statistical Offices, relevant under the European digital strategy goal of “A Europe fit for the digital age”.
Support Delivered
A private provider has assisted the two beneficiary authorities in designing new and efficient setup of production of statistics in 7 steps throughout 20 months. Supported by the European Commission, the consultants were working closely together with the experts of Statistics Authorities focusing on the current situation, mapping out problems and deliberating how the new designs will fit best the intricacies of the data driven processes. With workshops and training sessions taking place in both Finland and Estonia, the experts combined knowledge from both organizations to produce requirement documentations for the new systems.
Results achieved
First, the project helped create the designs of the new setup for production of statistics in Estonia and Finland. This laid out the path for these organizations towards greater technical and human capacity to collect, process and produce high quality statistics. The training sessions and study visits conducted within the project made the two Statistical Offices more knowledgeable about the possibilities for further digitalisation and automation of their statistics. Finally, the project gave the beneficiary authorities specifications to start the process of procurement of the new systems.
