Established procedures and set up of an examination centre for managers’ promotion for the Cyprus Public Service Commission

The European Commission aimed to improve recruitment and promotion processes for civil service managers. The new legal framework of January 2024 provides for new selection and promotion procedures for middle and senior managers. A new Examination Centre to be running the exams is set up. Support was requested for rendering the Examination centre operational in order to conduct needs analysis of vacancies in the line ministries, assess the qualification required and perform or outsource the appropriate exams under the guidance of the Cyprus Public Service. The objective was to move away from seniority towards a systems rewarding performance.  

Context 

The project aligned with the EU's priorities for effective public administrations that require the best person suited for the post and hence meritocratic procedures rewarding performance. Challenges included outdated HR policies and inefficient recruitment processes, necessitating a comprehensive reform aligned with the Recovery and Resilience Facility's goals.

Support delivered

The support to the Public Service Commission involved assistance for setting up an Examination Centre with meritocratic procedures for the selection and promotion of managers in Cyprus. Detailed action plan and capacity building for the establishment and operationalisation of the Examination Centre were provided drawing on best practices from OECD, EPSO and EU Member States, enhancing recruitment efficiency and objectivity in selection procedures.

Results achieved

The project resulted in concrete recommendations for the successful establishment of an Examination Centre in Cyprus aiming at meritocratic, fair, transparent and effective examinations for the promotion and selection of middle and senior managers following a performance- based approach contrary to the obsolete seniority-based approach.
