Technical support to improve the IT system to collect, produce and disseminate accurate and complete macroeconomic statistics
The European Commission provided support to the Croatian Bureau of Statistics (CBS) to enhance the collection, production, and dissemination of macroeconomic statistics in line with EU regulations and Eurostat requirements by transforming the existing processing system. The project aimed to introduce an integrated IT system that would address all identified business requirements for data collection and processing. This support helped minimize errors in data collection and validation, freeing up time and resources for high-quality data analysis, which ultimately supports improved decision-making, forecasting, and policy surveillance across various sectors.
Context
The Croatian Bureau of Statistics (CBS) is the primary producer, disseminator, and coordinator of the Official Statistical System of the Republic of Croatia, as well as the main representative of the national statistical system before European and international statistical bodies. The Macroeconomic Statistics Directorate (MSD) within CBS is responsible for collecting, processing, and preparing macroeconomic data sets for CBS publications, Eurostat, and other government bodies. The project aimed to improve the accuracy and completeness of macroeconomic statistics by enhancing data collection, production, and dissemination processes. Previously, data was collected from multiple sources, processed across several directorates, combined in approximately 30 MS Excel tables, and transformed using the Statistical Data and Metadata Exchange (SDMX) application before submission to Eurostat.
Support delivered
The project provided CBS with the following support:
- Conducted an "As-Is" analysis of the existing data collection and processing system.
- Prepared a report on the desired “To-Be” situation, including a gap analysis and a transition plan.
- Defined the scope for a new IT system based on international best practices and experiences from other EU Member States’ statistical offices.
- Developed the documentation required for the public procurement process to acquire a new IT system that would improve data production, collection, and dissemination.
- Prepared a final project report.
Results achieved
The project enhanced the capacity of the Croatian Bureau of Statistics (CBS) to collect, produce, and disseminate macroeconomic statistics in compliance with EU regulations and Eurostat standards by transforming the current IT processing system. It also strengthened CBS's ability to procure a qualified external vendor to implement the new IT system that will address all functional requirements.
