The Technical Support Instrument (TSI) provides tailor-made technical expertise to EU Member States to design and to implement reforms, in a wide range of areas such as revenue administration and public financial management, public administration and governance, growth and business environment, labour market, education and social services, migration, and financial market and access to finance. The TSI has been also supporting the preparation and implementation of Recovery and Resilience Plans.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 2000 reform projects in 27 Member States. Those reforms support Member States address their reform agenda, in line with the EU priorities and the country specific recommendations issued in the context of the European Semester.

Reform projects approved under the Technical Support Instrument
The Technical Support Instrument annual cycle is launched every year during the dedicated TSI Annual Conference. The conference also starts the discussion with Member States on potential multi-country projects, geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument. The event is also the opportunity to present the new "Flagship" projects, supporting reforms which are largely needed across Member States and are in line with the EU key political priorities.
For 2025, the Commission approved the following 7 reform support projects for Denmark:
- Support for a sustainable biorefining sector in Denmark: legislative and land-use aspects
- Development of a digital solution to ensure vertical and horizontal traceability of interoperability assessments in relation to planned digital public services
Multi-country projects:
- Danish FSA entry into the EU Supervisory Digital Finance Academy
- Integrated environmental monitoring informs adaptive management of coastal wetlands
- Enhancing customs controls to prevent circumvention of international sanctions
- Identifying data needs for enabling business automated sustainability reporting
For 2024, the Commission approved the following 4 reform support projects for Denmark:
- Contributing to the Danish national 10-years action plan for mental health by transforming cross-sectoral cooperation for citizens with severe mental illness
- IT architecture in Statistics Denmark fit for the future
- One-stop-shop and regulatory sandboxes for the green transition in Denmark
Multi-country projects:
For 2023, the Commission approved the following 8 reform support projects for Denmark:
- Transition of the Danish industry towards a circular and resilient economy and a workforce with green and digital skills
- Digital transformation for regional and local public administrations
Multi-country projects:
- Proof of concept of AI models in market abuse monitoring: trustworthy AI for the Danish local and regional authorities
- PACE - Civil service mobility
- PACE - Green governing (digitalisation and public procurement)
- EU Supervisory Digital Finance Academy
- Mapping competencies of national authorities in the area of implementation of EU restrictive measures; Best practices and legislative recommendations
- Migrant integration and talent attraction
In 2022, the Commission approved 4 reform projects for Denmark:
- Digital-ready legislation for the Danish administration
- Development of resilient, innovative, and human-centric digital government services
- Talent Hub EU - Collaborative, multi-country migration and integration optimization

Highlighted projects

The commission helped develop and implement AI models for market abuse detection, providing proof of concepts for six use cases.
