The Technical Support Instrument (TSI) provides tailor-made technical expertise to EU Member States to design and to implement reforms, in a wide range of areas such as revenue administration and public financial management, public administration and governance, growth and business environment, labour market, education and social services, migration, and financial market and access to finance. The TSI has been also supporting the preparation and implementation of Recovery and Resilience Plans.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 2000 reform projects in 27 Member States. Those reforms support Member States address their reform agenda, in line with the EU priorities and the country specific recommendations issued in the context of the European Semester.

Reform projects approved under the Technical Support Instrument
The Technical Support Instrument annual cycle is launched every year during the dedicated TSI Annual Conference. The conference also starts the discussion with Member States on potential multi-country projects, geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument. The event is also the opportunity to present the new "Flagship" projects, supporting reforms which are largely needed across Member States and are in line with the EU key political priorities.
For 2025, the Commission approved the following 21 reform support projects for Poland:
- Effective implementation of Energy Performance of Buildings Directive (EPBD) in Poland
- Developing a framework for monitoring the quality of long-term care in Poland
- Reshaping Public Procurement Data Architecture in Poland
- Modernising Polish public and private accounting regulations in line with international standards
- Reasons for low participation of women among ICT professionals, graduates and researchers and low interest of girls in IT - research and actions to level out
- Simplifying and digitalising environmental permitting for industrial installations
- Developing a new concept of the remuneration system in the public sector in order to ensure competitive conditions with the non-public sector, taking into account international trends

For 2024, the Commission approved the following 17 reform support projects for Poland:
- Development of a framework for long term, sustainable development, for the integration of migrants and refugees children and caregivers through the education system
- Enhancing Poland’s capacity to conduct Debt Sustainability Analysis
- Implementation or improvement of sound process-oriented management as preparation for process automation in Polish public administration
- Official statistics for the evidence-based policy – StatUP_2.0
- Review of the resolvability assessment procedures and the resolution planning methodologies
- Strengthening the Cooperative Compliance Programme (CCP) of Poland
- Support to the implementation of the Just Transition in Poland
Multi-country projects:
- PACE - Study visit of Polish Social Insurance Institution [ZUS] to the Belgian and Portugal social insurance institutions [ONSS, RSVZ, ISS] in the field of applicable legislation
- PACE - Support in the field of water supply and rainwater managment
- Capacity enhancement for CCPs authorisation, supervision, recovery, and resolution
- Digital Sector
- Enhancing regional access to and performance in EU initiatives and funds
- Enhancing the Centre of Government’s capacities to steer complex priorities and manage crisis and megatrends through peer to peer review and learning
- Promoting the mental health of youth by addressing the risks of online gambling and gaming
- Strengthening Poland's capacity to model the macroeconomic effects of 'green' policies and investments through the GreenREFORM model
- Supporting municipalities in improving access to quality and inclusive services for children and caregivers with refugee and migrant background: moving forward from an emergency approach to long-term inclusion strategies

For 2023, the Commission approved the following 8 reform support projects for Poland:
- Optimalisation of strategic plans for further development of e-health in Poland
- Developing public employment services for economically inactive people in Poland
- Strengthening resilience of industrial firms to energy shocks and improving their climate competitiveness
- Service regarding low motivation digital technologies usage and digital transformation among Polish enterprises
- Improve the capacity of Poland to better assess and counteract the "grey economy" and aggressive tax planning
- Digital transformation of farming
Multi-country projects:

- Coordinating provision of adequate premises & housing infrastructure for social inclusion programmes
In 2022, the Commission approved 13 reform projects for Poland:
- Reform of the accounting system with special regard to digitalisation
- Internal Audit Quality Improvement Action Plan
- Recharge and Refuel - Clean, smart and fair urban mobility
- Bridging the climate financing gap with public policy instruments
- Verification of the functional requirements of data analysis strategy and methodology used to creation of the national risk assessment
- Regional and local authorities – Enhancing cooperation & Quality of public administration
- TSI 2022 Flagship technical Support project on welcoming and “Integration of Third Country Nationals in Member States” – Dedicated in response to the Russian invasion of Ukraine
- General technical support for the implementation of Poland's Recovery and Resilience Plan

Highlighted projects

The Commission will support the public employment services in Poland in building capacity and designing new labour market policy programmes to target Poland’s relatively large economically inactive population.

The Commission provided technical support to the Financial Directorate of the Slovak Republic and to the Polish National Revenue Administration, with the aim of making better use of the tax data exchanged in the context of the Directive on Administrative Cooperation in the field of taxation (DAC).
