The Technical Support Instrument (TSI) is the EU programme that provides tailor-made technical expertise to EU Member States to design and to implement reforms at the national level, with an emphasis on the green and digital transitions. The TSI also supports the preparation and implementation of Recovery and Resilience Plans.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 1500 reform projects in 27 Member States.
COMPLETED AND ONGOING REFORM PROJECTS IN POLAND
Reform projects approved under the Technical Support Instrument
The Technical Support Instrument yearly cycle is launched during the dedicated TSI Annual Conference. In May 2022, High-Level representatives from the European Commission, Member States and other Institutions gathered to share their perspectives on how the TSI 2023 could support Member States for the successful design and implementation of resilience-enhancing reforms, and in particular in the context of the recent crises (COVID-19 pandemic, Russian invasion of Ukraine).
The conference also started the discussion with Member States on potential multi-country projects - geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument - and presented a set of "Flagship" projects - supporting reforms which are largely needed across Member States and are in line with the EU priorities.
For 2023, the Commission approved the following 8 reform support projects for Poland:
- Optimalisation of strategic plans for further development of e-health in Poland
- Developing public employment services for economically inactive people in Poland
- Strengthening resilience of industrial firms to energy shocks and improving their climate competitiveness
- Service regarding low motivation digital technologies usage and digital transformation among Polish enterprises
- Improve the capacity of Poland to better assess and counteract the "grey economy" and aggressive tax planning
- Digital transformation of farming
Multi-country projects:
- PACE - Knowledge transfer in the field of multimodal travel information service
- Coordinating provision of adequate premises & housing infrastructure for social inclusion programmes
In 2022, the Commission approved 13 reform projects for Poland:
- Reform of the accounting system with special regard to digitalisation
- Internal Audit Quality Improvement Action Plan
- Recharge and Refuel - Clean, smart and fair urban mobility
- Bridging the climate financing gap with public policy instruments
- Verification of the functional requirements of data analysis strategy and methodology used to creation of the national risk assessment
- Regional and local authorities – Enhancing cooperation & Quality of public administration
- TSI 2022 Flagship technical Support project on welcoming and “Integration of Third Country Nationals in Member States” – Dedicated in response to the Russian invasion of Ukraine
- General technical support for the implementation of Poland's Recovery and Resilience Plan

- Cooperative Compliance Programme in Belgium and Poland – strategies for the full roll outs and attracting the participation of the large taxpayers
- Improving the functioning of the international tax information exchange system in Poland

In 2021, the Commission approved the following 10 reform projects for Poland:
- Technical Support for the Implementation of the Digital Competence Development Programme
- Technical Aid in reform implementation: Boosting competitiveness of railway sector to increase the competitiveness of green mobility and reach solid socio-economic convergence
- Public support instruments for distressed firms and restarters in Poland
- Sustainable development framework for strategy and business operations of Poland’s Development Bank
- Spending reviews in healthcare and support for innovation in SMEs
- Strengthening the transfer pricing (TP) legal system against tax evasive behavior
- Implementation of the pilot phase of Cooperative Compliance Programme
- Request for technical support in connection with the modernisation of the polish airport network in terms of reducing CO2 emissions
- Streamlining the processes of conducting Advance Pricing Agreements
- Development of a national strategy for financial education in Poland

Highlighted projects
2022 - Facilitating social and labour market inclusion of Third Country Nationals in Poland, with focus on persons displaced from Ukraine
The Commission is supporting the Polish government to accelerate the access to essential services for persons fleeing Ukraine.
2020 - Implementation of the high-speed rail system in Poland
The Commission supported the Polish authorities with two separate projects, aimed at providing CPK with enhanced capacity and a solid analytical evidence basis.
2019 - Modernization of the national data-information infrastructure - Statistics Poland
The Commission provided technical support to Statistics Poland for a new organisational model for quickly responding to challenges, while strengthening and modernising its institutional capacity.
