Improving the governance and coordination of the Spanish National Mobility System

The Commission is supporting the improving of the governance and coordination of the Spanish National Mobility System (SNMS).

Context 

The mobility sector in Spain is at a time of disruptive transformation. The Ministry of Transport, Mobility and the Urban Agenda (MITMA) is in the process of a “paradigm shift”. It is evolving from being focused on investments in large public infrastructure to focusing on investments in mobility and prioritising added-value to the public. To tackle this paradigm shift in mobility, Spain is putting into practice the “Safe, Sustainable and Connected Mobility Strategy 2030”. Currently, there are numerous governance bodies in the domain of transportation and mobility in Spain. These bodies have proven insufficient or inefficient. There have been many recommendations from national and international entities to implement a comprehensive reform that shall include more solid and robust mechanisms for coordination and collaboration between administrations. The paradigm change is yet another reason for more coordination and collaboration between administrations with competences in transport.

Expected results

The present project has served to further define the future model and to analyse its implications for the current model, in order to make an anticipated management of the transition plan to the future SNMS. Thus, it shall give MITMA inputs for:

• Reflecting on the instruments foreseen in the Sustainable Mobility Law, considering potential key factors for its development and its statutes
•  Integrating lessons learnt from the benchmark (either from the study visits or from the other international best practices that have been brought up)
• Discussing on the future model with relevant actors / participants, having the analysis as a base
• Developing a roadmap to transition to the future model that minimises / mitigates risks and maximises opportunities

In the long term, when the transition plan is implemented, this should result on a cohesive, participative, and data-based governance model and on a more sustainable, safe, and connected mobility in Spain.
