Strategic Reserve of essential and strategic resources based on Industrial Capabilities (RECAPI)
The European Commission is providing Spain with technical support regarding technical, operational and legal challenges of a new and innovative reform: the creation of a strategic reserve to mitigate the vulnerability of essential resources and promotion of more resilient supply chains with capacity to quickly recover from challenging events, while reinforcing EU Single Market.
Context
Spain is in the process of creating a strategic reserve (Reserva Estratégica basada en Capacidades de Producción Industrial - RECAPI) with the aim to mitigate supply chain disruptions and improve their resilience from disruptive crises such as the COVID-19 crisis. The RECAPI is both an inter-ministerial network and a cross-sectoral reform affecting a broad range of strategic sectors.
The creation of the RECAPI was enshrined in National Security Law 36/2015, on the 28th of September. The bill identified the sectors whose supply is essential for the wellbeing and security of the citizens, the functioning of the industry and the Spanish economy. This bill will be regulated by supporting legislation in the form of a Royal Decree.
However, the Ministry needs support to draft this Royal Decree and put in place the whole system. In particular, there is a need to define the mandate of the RECAPI, the expected reform output, the operational functioning, budget, legal considerations, coordination with regional authorities and businesses, and with EU legislation on industry procurement and service.

Results achieved
The ultimate objective of the technical support is to strengthen the creation and implementation of the RECAPI (and CECOPIE), and warrantee that this reform complies with European requirements on supply chain and strategic reserves established in the the 2020 European Semester. The results would possibly have benefits also from a European perspective if the response mechanism of RECAPI is replicated in each Member State and constitute a European Network of strategic reserves based on industrial capabilities.
