Supporting REPowerEU: affordable, secure and sustainable energy for Europe

Multi-country support to 17 Member States (Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Finland, Greece, Hungary, Ireland, Italy, Poland, Portugal, Romania, Slovenia, Slovakia and

Spain)

Support for identifying reforms and investments to reduce dependencies on fossil fuel imports from Russia and implement the REPowerEU plan.

Context

In response to the Russian invasion of Ukraine and its impacts on energy supply, the European Commission developed the REPowerEU plan, which aims to rapidly reduce the EU dependence on Russian fossil fuels. It is based on three pillars to increase the resilience of the EU energy system:

• Diversifying energy supply
• Saving energy
• Boosting renewable energy supply

In this context, EU Member States needed to quickly identify the priority reforms and investments needed at national level to support the objectives of the REPowerEU plan.

Support delivered

The Commission partnered with the International Energy Agency, the World Bank, and private sector consultants to provide tailor-made country specific support to each of the 17 countries. This included:

• Analysing energy dependencies and related bottlenecks.
• Assessing the most suitable reforms and investments at national level across all relevant areas, including renewable energy, energy efficiency and energy supply diversification.
• Providing specific analyses on topics linked to faster renewable energy permitting, energy efficiency and building renovation, the roll-out of hydrogen, the production of biomethane, the diversification of gas supply, and the decarbonisation of industry.
• Facilitating the exchange of good practices and expertise through a series of tailor-made workshops.

Expected results

The support from the Commission is expected to deliver the following results:

• Implementation of reforms and investments that reduce dependence on Russian fossil fuel imports and provide affordable, secure and sustainable energy to households and businesses.
