Enhancing policy coherence, transparency and coordination at the Centre of Government in Romania

The Commission provided support to the General Secretariat of the Government to strengthen Romania’s centre of government in coordinating and providing guidance to line ministries in the elaboration of the forthcoming strategies.  

Moreover, the project contributed to improving the use of the institutional framework for consultation in the decision-making process and the engagement of civil society in the design and implementation of reforms.

Context

Amidst the COVID-19 crisis, Romania faced challenges in effectively coordinating government strategies. While the country has launched various initiatives to address some of the issues, challenges remained in the effectiveness of coordination mechanisms and the adequate use of the established institutional framework for consultation. 

Support delivered

The support encompassed the development of more effective civil society involvement, assessments of policy coordination systems, including for "green" policy coordination, and the formulation of a policy coherence framework, culminating in the implementation of pilot strategies using the developed framework.

Results achieved

The outputs of the project are set to enhance Romania's governance, ensuring effective strategy implementation, and fostering greater engagement with civil society. The expected on-the-ground impact is a more resilient and coordinated government fostering a successful post-pandemic recovery.
